District eGovernance Society Jammu
The primary objective of the Jammu E-governance Society is to design, deliver and administer E-governance projects by providing the necessary administrative, financial, legal and technical framework in the Jammu district of J&K state in a transparent, convenient and friendly manner using IT in all aspects of citizen services to maximize speed, accountability, objectivity, affordability, and accessibility from the perspective of the citizens. Jammu E-governance Society is a district level body that would work under the overall umbrella of J&K E-Governance Society (JaKeGA). All the service centers in a district would be established, managed and run by the Jammu E-governance Society on a self-sustaining revenue model. Jammu E-governance Society shall establish Service Centres in the district and all the Service Centres would be a one-stop shop for all Government services in an integrated manner. It is considered expedient to provide the Society a legal entity by getting it registered under The J&K Societies Registration Act, 1998
Objectives and functions of the Society:
a) To promote and disseminate Information Technology culture in the Jammu district so that the common man could avail the benefits of Information Technology and e-Governance
b) To assist the Department of IT and District Administration in formulating and implementing policies, procedures and guidelines for the adoption of Information Technology and e-Governance for improving public services and to arrange for the necessary administrative, financial, legal and technical framework and resources for such IT-enables Public Services.
c) To identify and recommend the Citizen Services which can be provided in consultation and co-ordination with the concerned departments on priority by various departments/organizations.
d) To workout and implement the action plan for the establishment of citizen's service centres in the district on a self-sustaining revenue model in collaboration with the private sector, NGOs, other means as per the requirements of the specific areas.
e) To take such steps as authorized to promote efficiency, reduce delays, enhance accountability, transparency and objectivity in the functioning of the Government.
f) To workout and recommend the service fee/ user charges that could be charged from the end customers for the approval of the competent authority and concerned departments/organizations over and above the prescribed bill amount/ fee/ statutory fee for providing the services.
g) To collect the revenue/ payments/ service charge on behalf of J&K E-governance Society (JaKeGA), various government departments and organizations and to issue receipts on behalf of the J&K E-governance Society (JaKeGA) and concerned Departments and Organizations.
h) To keep detailed account of the revenue so collected and the transactions, disburse the revenue collected to various stakeholders as per the policy guidelines of J&K E-governance Society (JaKeGA).
i) To chalk out, plan and execute the infrastructure requirements for site preparation, IT resources like hardware, software, connectivity, networking, operational & managerial staff, training, stationery items and consumables with associated agencies. To ensure the timely availability of the necessary resources for the various activities under the project.
j) To liaison with the associated IT companies for the analysis, design, development, testing and the implementation of the application software, networking, connectivity and other solutions necessary for providing Citizen services through the use of information technology.
k) To create, maintain, update, common databases at the district level in consultation with the concerned the Departments, monitor, administer and control the flow of the data and information between the Jammu e-Governance Society centers and the concerned agencies.
l) To recruit and deploy the operational and managerial staff and other human resources, purely on contract basis, for operation and maintenance and running of the Citizen service centres as per the requirement/norms fixed by the Society from time to time. m. To take all publicity measures and campaigning through media like TV, Radio, Newspaper, seminars, public meetings, banners and posters etc for creating awareness about the services of the the Jammu e-Governance Society centers for the benefit of the common man, specially the rural masses.
m) To interact with the various agencies associated with the services to be rendered through the the Jammu e-Governance Society centers and to facilitate inter-departmental coordination in all IT related matters.
n) To recommend the necessary administrative reforms or processes re-engineering required accomplishing the objectives of e-governance and good governance. To test and recommend modifications to be made in the system or the processes involved.
o) To take necessary steps to ensure the security, safety, backup, disaster recovery and protection of the Government Data of various departments, agencies and organizations, both on-line and off-line.
p) To set procedures for taking routine backups regularly, generating various MIS / DSS reports of the revenue, payments and operation and maintenance related information of the Jammu e-Governance Society centers with all the stake holders like Financial Institution concerned, concerned departments, agencies and the J&K E-Governance Society.
q) Regular reconciliation of bank accounts between all stakeholders including the concerned departments, the financial institutions, the the Jammu e-Governance Society centers and the J&K E-Governance Society (JaKeGA).
r) To establish and implement a system of regular detailed review and monitoring mechanism for constantly evaluating the progress, performance, consistency and quality of the Citizen services given by various franchises and other centres with respect to the agreed quality in the service level agreements.
s) To facilitate and assist in implementation of Citizen Charters framed by the other departments through the use of E-governance and IT as a tool. Also assist the concerned departments in measuring the performance of Citizen Charters with respect to the agreed quality.
t) To take all steps necessary to promote efficiency, reduce delays, enhance accountability, transparency and objectivity in the functioning of the concerned government departments participating in the Jammu e-Governance Society centers, directly or indirectly.
u) To provide all IT resources and support, required by any center for IT and e-governance applications including hiring of professionals, consultancy services, procurement of hardware and software, development of special purpose software projects involving application of Information Technology on turkey basis.
v) To make all other expenditures in connection with providing Citizen services through the Citizen services centre including salaries, connectivity costs, cost of power, cost of maintenance and consumables, cost of up gradation of equipment etc
w) To do all such other lawful things as may be necessary, incidental or conducive to the attainment of the above objects.
x) To carry out integrated services/activities on no profit/no loss basis.
y) To establish, manage, operate, maintain and control the service centres, namely, the CSC throughout the District for providing citizen services in an integrated manner to the public in an efficient, transparent, convenient, friendly and cost ejective manner through the use of IT or otherwise in all or any aspects of citizen services to maximize speed, accountability objectivity, affordability, and accessibility from the perspective of the citizens.
z) To manage and supervise progress of SWAN and Last Mile Connectivity for CSC within the District.
aa) To implement guidelines of State Government and Government of India for CSC, SWAN, SDC and any other e-Governance Programmes.
bb) To assist SCA in roll out of private domain services in the CSC.
cc) To ensure and maintain the Standard of Service as per the Service Level Agreements between Departments, SDA, SCA, CSC Service Centres, franchisees, Financial Institutions and the Government.
dd) The role of the Jammu District e-Governance Society (headed by district collector) would be to manage the entire project in respective districts, which include relationship with SCA, financial operations, technical and logistical support and providing infrastructure for CSC project.
ee) To collect the revenue/payments/service charge on behalf of various government departments and organizations and to issue receipts on behalf of the concerned Departments and Organizations.
ff) To chalk out detailed procedures for the collection of revenue for various G2C services provided by the CSC centres and to transfer the revenue in to the accounts of the SLA/SPV and to the concerned departments and organizations as per the policy guidelines of SLA. To keep detailed account of the revenue collected and the transactions.
gg) To buy, sell, let on hire, lease, trade, import, export, repair or otherwise deal with IT resources, services & support on turnkey basis like hardware, software, connectivity, networking, training, stationery, consumables etc. including operational & managerial manpower, hiring of professionals, consultancy services by following the procedure prescribed. To ensure the other infrastructure requirements including site preparation and timely availability of the necessary resources for the various activities under the project.
hh) To enter into collaborations, partnerships, agreements and contracts with SCA or Indian or foreign individuals, companies or organizations for establishment of CSC Centres in the district.
ii) To enter into any agreement with any Government or other authorities or any corporations/companies. or persons which may seem conducive to the Society's objects or any of them and to obtain from any such
jj) Government authorities, corporations, companies, societies or persons any contracts, rights, privileges and concessions which the society may think desirable and to carry out, exercise and comply with any such contracts rights, privileges and concessions.

nn) To carry out any other services, activities and to create other structure, institution and/or organization as May be found necessary or conductive to the better achievement of the above-mentioned objectives.
